BACKGROUND

 

The Cross Alameda Trail will run through Jean Sweeney Open Space Park (Sweeney Park) with an on-street connection at Constitution Way, continuing across Webster Street and linking to the trail section along Ralph Appezzato Memorial Parkway. The trail is 3,600 feet long, and includes separate walkway and bikeway paths; a decomposed granite jogging path; trees, landscaping and urban runoff control features consistent with the City's Bay Friendly Landscaping requirements and the Urban Greening Plan; and park amenities such as benches, bicycle racks and bicycle repair stations.

 

On April 21, 2015, City Council approved an agreement with BKF Engineers for the design of the Cross Alameda Trail from Webster Street to Sherman Street, through Jean Sweeney Open Space Park.  On December 6, 2016, the City Council approved the first amendment to include Construction Administration services, which includes assistance throughout the construction including responding to Requests for Information, reviewing submittals, attending site observation/construction meetings during construction, supporting the Bay-Friendly Rater to assure compliance, attending final walk-through and generating a punch list, and reviewing the final as-built plans. 

 

DISCUSSION

 

During the final phase of design and resulting from a refinement of property boundaries due to negotiations with Union Pacific, which retains a small amount of remnant parcels at Sweeney Park, staff determined that it was necessary to adjust a short section of the trail to ensure that it did not cross through Union Pacific owned property.  This required changes to the construction documents that were near completion and necessitated additional services and hours for design and civil engineering work.

 

FINANCIAL IMPACT

 

This amendment would add $42,461 to the contract with BKF for a total amount of $297,964.  Sufficient appropriations are available in the Project 91614 to cover the cost.

 

This project is funded by a federal grant passed through the Active Transportation Program and administered by Caltrans.  The grant has an 11.74% local match requirement.  The City’s matching funds consist of Alameda County's transportation Sales Tax - Measure B and the Open Space Funds.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFRENCE

 

This action does not affect the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

The proposed contract implements the Jean Sweeney Open Space Park Master Plan evaluated in the Mitigated Negative Declaration for the Jean Sweeney Open Space Park Master Plan in accordance with the California Environmental Quality Act and approved by the City Council on July 15, 2014.  The subject project will be required to implement the appropriate mitigation measures from the Mitigated Negative Declaration.  No further environmental review is required.  

 

RECOMMENDATION

 

Authorize the City Manager to execute a second amendment to an agreement with BKF Engineers to add the amount of $42,461 for a total agreement amount of $297,964 for the design of the Cross Alameda Trail through Jean Sweeney Open Space Park.
